From July to August 2022, Rural Revitalization Research Institute of HZAU devoted to the Rural Revitalization Survey in Hubei and conducted the practice themed as “Survey on the Implementation of Rural Revitalization Policies in Hubei Province”. 16 teams consist of more than 130 teachers and students from the Colleges of Economics and Management, Humanities and Social Sciences, Public Administration, and Marxism. They arrived in 16 cities or prefecture in Hubei Province to carry out rural household surveys by means of questionnaires, talks, interviews and data inquiries, focusing on industrial development, ecological conservation, social advancement, rural governance and farmers’ life. Thus, they got an in-depth understanding of the implementation of the rural revitalization strategy in Hubei Province.
After 20 odd days’ survey, the team members collected 16 county questionnaires, 48 township questionnaires, 48 village questionnaires, 1,646 household questionnaires and 74 questionnaires of new agricultural business entities. The data underpins the research on how to better promote the rural revitalization strategy, and facilitates HAZU offer her wisdom and approach to solve the problems facing rural area. During the conversation with small farmers, family farmers and directors and members of the cooperatives, students and teachers has acquired better knowledge of agriculture, loved our rural areas further, and cared more about rural people, as they perceived the great changes in countryside and fully comprehend the effectiveness of rural revitalization.
The team found that implementation of various supportive policies and rural revitalization strategy brings about remarkable changes in agricultural industry, rural areas and farmers’ life. In agricultural industry, agricultural production has witnessed steady growth with rapid popularization of China's agricultural mechanization and advancement in agricultural machinery. In rural areas, there are better roads, water and power supplies, and some other infrastructures as well as a clean living environment and agro-ecology. In farmers’ life, they feel a stronger sense of gain in primary care, major disease relief, and compulsory education for children. They are more satisfied with higher-quality of life and the raised incomes as the policies of supporting people eligible for subsistence allowances and low-income households have been fully put in place and the fruit of poverty alleviation strategy has been consolidated and expanded.
At the same time, the team found that there are still problems caused by unbalanced and inadequate development in rural areas: more elderly people and children left behind in some counties (cities or districts), drain of working-age population, and the shortage of innovative and entrepreneurial talents, small gains of farming and still existing land abandonment, fewer rural specialty industries and insufficient integrated development of the primary, secondary, and tertiary industries in rural areas, etc. These acute problems await solutions so as to fulfill the goals for rural revitalization in 2035.
Being committed to "Survey on the Implementation of Rural Revitalization Policy in Hubei Province", the teams stepped out of campus and into the countryside, measuring the motherland with their feet, listening to the voice of the people with their ears and sensing the pulse of the times with their hearts, and perceiving the great changes in countryside brought by rural revitalization. The survey inspired them to work harder. They would acquire more knowledge on agriculture, rural areas and rural people and dedicate their youth to rural revitalization with more passion in future years.
