Hubei Provincial Aquaculture Waters and Mudflats Plan Compiled by HZAU Passes Appraisal

On the afternoon of May 27, a meeting was held in the College of Fishery to assess Hubei Provincial Aquaculture Waters and Mudflats Plan (2021-2030) (hereinafter referred to as the Plan). Evaluation experts, invited by Hubei Provincial Department of Agriculture and Rural Affairs (hereinafter referred to as the Department), included Zou Guiwei (director of Yangtze River Fisheries Research Institute, Chinese Academy of Fishery Sciences), Xie Congxin from HZAU, Wang Guitang and Liu Jiashou (Institute of Hydrobiology, Chinese Academy of Sciences), Li Gu from Yangtze River Fisheries Research Institute of Chinese Academy of Fishery Sciences, and Wang Lingling (chief engineer of Hubei Academy of Environmental Sciences). The meeting was presided over by Wei Lei (the deputy director of Fishery Administration Office of the Department). Attendees consisted of Ye Jiangang (director of Fishery Administration office of the Department), Zhang Yongan (dean of the College of Fisheries), and members of the compilation team. Zhang Yongan also delivered a speech at the meeting.
Li Dapeng, who is in charge of the Plan, made a presentation on the preparation from five aspects: general principles, evaluation on utilization of aquaculture waters and mudflats, evaluation on their environments, function division of the above-mentioned areas and guarantee measures. Under the guidance of Thought on Socialism with Chinese Characteristics for a New Era, the compilation team analyses the bearing capacity of water areas and mudflats and the development trend of fishery in Hubei Province, interprets 3 kinds of function zones: prohibited, restricted, permitted aquaculture zones, and proposes management measures for the above 3 zones.

After reviewing relevant materials and questioning, the expert team agreed that the Plan passed the assessment. They affirmed the quality of the Plan for it reflects the ecological civilization thought and the development direction of modern fisheries. Under the premise of protecting the ecological environment, the resource endowment of aquaculture waters and mudflats in Hubei province is fully brought into play. With the thought of “fishing at appropriate time”, the Plan embodies the “Greater Food” approach. For the next decades, it has laid out a modern fishery production structure and zone division that meet the market demand and match the resource environmental bear capacity, which will vigorously boost the green development of aquaculture in the whole province.

Ye jiangang pointed out that the Plan, compiled in accordance with relevant laws, regulations, and policies, properly arranges the development space of fishery, makes clear the function division, maintains the lifeline of aquaculture, and expands the ecological services of fishery. He stressed the Plan, when put into practice, will further strengthen the industry’s standardized and legal management, protect important aquaculture waters such as food fish bases, and ensure sufficient aquaculture space according to law. It will also safeguard farmers’ legitimate rights and interests and improve their livelihood. Broadly, the integration of the primary, secondary, and tertiary industries will be promoted so as to provide a reliable industrial development path for the implementation of rural revitalization strategy.
